The city manager of a rapidly growing community in northeastern Oklahoma has urged an administrative law judge to reject a recommendation that will give the new area code only to new phone subscribers.

At least 400 phone lines went dead in the Kotturpuram area in India. The cases were all alike: there was incessant ringing in the middle of the night until, a few hours later, when the phone lines suddenly went dead.
